I thought that was a sheep sound, which I'd write as something like "me-e-eh" (the e's are short), or maybe even just "meh". The way you have it written makes it look like a long e sound.

I'm not fluent, though, and it could have another meaning that I'm not familiar with.

It says "Mehhh" which is the sound people make when they fall down a flight of stairs in Japan. It's just a sound, not a word.

Like jantch already mentioned, "メエ" is cry of a sheep.
And seems it's her habit of talking and one of her "babyish voices" (see page 372) like "ニャア" of other characters.

In other way, "メエッ" is often used as shouting or moaning "め" of "駄目(だめ)" in other H-manga.
