It means somebody wants you to dress up to work in their office, but they don't want you to hate them for it, so they say, "Fine, you don't need a suit, just get a nice shirt, slacks, and a tie." They're still trying to create the ridiculous illusion of professionalism through dress, but they figure if they force you into an awkward monkey suit every day, you're that much more likely to snap and kill yourself or other people in the office, and then they'll have to spend more time and money to train your replacement(s).
For reasons beyond my understanding, people in the corporate world still have a very narrow-minded view of what a productive, intelligent, agreeable person looks like. You can't come to work in jeans and a hoodie because only worthless slackers and criminals wear that stuff. Conversely, as we all know, lying, back-stabbing, money-embezzling, snake-tongued cunts who actively hurt the company never wear a three-piece suit, do they?
If you hadn't guessed yet, I hate wearing a tie.
