i don't get it. seriously. how can a woman be considered a MILF (read: Mother I'd Like to Fuck) if she's not even a mother? shouldn't the prerequisite for being a milf be having procreated, rather than the age? afterall it's the mother you want to bump, not the young/mid-aged woman.
as a (mere) example, let's consider Jessica Alba: she's undoubtly a quite fappable woman and has three sons - the first of them born when she was 26.

That being said, those tags ask the reader/viewer to subjectively make a decision of whether or not the tag applies. The milf tag specifically tells us to consider if she appears to be "within the age range of 30-50" and also specifically tells us she doesn't have to be an actual mother.

Cannon info, the characters presentation in any other work/parody.......none of that matters in tagging (in the context of this discussion), just what they look like/how they're presented in the work in question.
