Some more questions came up about this story:

If I got it right, first she's saying that her usual pervert herself would just be pushy and would assault him sexually, but somehow, here, she can't move (because she's in love etc.). So why is she saying 私…最悪だよ ("I'm the worst")? Is she blaming herself for thinking something (dirty) like that?
From the context, I'd rather expect her to say "I'm so useless, in this situation, I can't even move and make a move on him" :-/

But anyway, this "最悪" means that she is disappointed to herself who can't take action to him.

It's not exactly the same. Your phrasing suggests that a guy makes his choice about who he wants to fuck only after the guy "before" him has made his choice. That's needlessly complicated/time-consuming, and I very much doubt it's that orderly. Everyone just makes their own choice and obeys the lottery order as necessary for their girl of choice. Hell, if one of them (near the top of the order) actually wants to base their choice on "who can I be first with", they can still do that on the fly.
