As for the laugh, "Rabu," would be meaningless to English readers. If it's not used as a menacing laugh, you can consider adding "~♪" to indicate the villain's mood. "Lololololove" in combination with "~♪" is another possibility, since "lol" exists and is recognizable to most English readers.

Thanks for clearing all that up, is that section better phrased as this? Did I correctly get all the names, too? Saku-sama, "U-sama" and the "person-in-charge" are being thanked or is the "person-in-charge" being thanked the most as indicated by the comma? The japanese commas threw me off a bit because it seemed like a letter from the start and to the ending with "心より" usually written letters end like this.
