I am pretty sure the full version would be 行ってはいや so she is saying いや cause she doesn't want him to go, which is why she grabbed him. Because technically the only sound that was missing was the い in いや（嫌）

It's from a Gundam Build Fighter parody, with Sei, Reiji and Rinko.

For context, Sei finds Reiji on top of his mom on the floor, and comes with this:

I'd substitute "theory" with "logic". The Jump here refers to Shonen Jump Magazine in which Dragon Ball was once serialized. Akira Toriyama (Dragon Ball's author) invented the "puff puff" (pafupafu) move mentioned in the 2nd bubble on the 2nd panel.

But yea, she got a dialect / accent where she usually end's almost sentences with the word "zura (ずら)".
edit: Shizuoka dialect, apparently same as "darou"
