It will fit with the context after that, but it was inconsistent with the context before it (he was permitted to look at her tit, but changed the subject to jersey)

It could be implied, if you can point out from the story that the tree they're talking about is isolated, but you can just insert that fact anywhere it fits.
Like:

"I think the main reason why it got stunted is because there are a lot of cherry trees in front of the shrine and none in the back." or
" I think the main reason why it got stunted is because there are a lot of cherry trees only in front of the shrine."

From what I understand, that is just Reimu repeating what the gods said.

Well, this "表のほうに" isn't "in front of" but "in the front side of".

I imagine it has to do with how you'll sometimes see offerings of mochi at a shrine.

My dictionary says 家訓 is family motto.
