決める literally means "to decide", but it can also be used to imply something among the lines of having, making or reaching something.

One example is 満点を決めて, which would mean "get a perfect score", or the common phrase 覚悟を決めて which is "prepare yourself", but literally says "have the resolve".

So to answer your question, アクメキメて means "reach/attain climax".

The last four characters look like り抜けよ to me (with よ being used as an imperative).

I can't tell if the first part is わか or some obscure calligraphy (e.g. some odd variation of [moji.tekkai.com] this or [moji.tekkai.com] this or something) or ryakuji that I'm not familiar with (or just something my brain isn't recognising).

Those are most likely squishing/squelching sounds, but they're definitely nonstandard, I haven't seen anything like them before. Authors do like to get creative with them sometimes, and context can be the only way to tell.

レ + ヌ I'd assume is like licking + wetness (think レロ + ヌル)
レ + チュブ I'd assume is like tongue + slurping/sucking sound
レ + チュ I'd assume is like tongue + kissing/smacking sound
レ + ト I'd assume is like tongue + flowing (think トロ or トプ or something)

Sometimes you just have to guess based on what you know of other similar sound effects - artists make up their own sounds sometimes.
