I read the "...?" as her trailing off mid-thought upon realising that since she doesn't have one, she'll need to search for a place that doesn't require one. Like a thought process along the lines of "OK, what do I need? A guarantor...? I don't have one, so I guess that means I need to find a place that doesn't require one..."

(I'd guess the advertisements include whether or not it requires a guarantor on them, so maybe she's just reading the text on the ads and thinking as she goes through the requirements on the ads because one or more of them mentioned guarantors, but in any case, the general gist of the thought process is the same.)

Alright, thank you for the help. I'm still unsure on these lines, as the Lunarians don't appear in this work, and are not referenced outside of these two lines. But I think my real problem is a lack of lore knowedge. I only skimmed the wiki for Clownpeice (IMG:[invalid] style_emoticons/default/tongue.gif). I need to familiarize myself with the newer touhous.
