Yeah I was thinking about it a little bit harder today, and yeah she seems to be comparing her peaceful feeling to the peacefulness of falling snow.

While it is actually snowing (she comments on it 2 pages later) the thought monologue in the first page seems to be metaphorical. So I'll go with what miceder suggested. Thanks both of you.

She's talking to him in baby-speech, the イケナイ actually refers to 赤ちゃん.
