I'm a former Kancolle player. It is about sparkling. They're saying "at the very least, make sure to sparkle the escorts properly!"

It's basically using items or doing special things with ships to give them a morale boost, which in turn boosts evasion and accuracy in battle, as well as bonuses for expeditions.

セオリー means "theory", and 奴 can mean "he, she, it" or "thing, object" in a casual sense.

Something like
