You're way off the mark. For starters, it isn't きや, it's きゃ. Second, 「きゃ」is a shortening of 「ければ」, which is part of a grammar structure that attaches to the negative short form of a verb, the verb in this case being 「我慢する」. Its meaning is "without doing something". Third, 「いーじゃん」is a dialectic shortening of 「いいじゃない」, a rhetorical way asking of something is okay (a la "It's pretty good, isn't it). It's that "Ittara" that's tripping me up, I know it's a verb, but don't know which. Any ideas?

Should be the -ra (if) form of itta, past tense of iku, imho.

I'm seeing grammar structures in the original Japanese that aren't at all present in your translation, which makes me think there's contextual information in previous dialogue that I'm missing.

I've never played Kancolle but seems to be some kind of status that the ships can get in battle or something. I'm a former Kancolle player. It is about sparkling. They're saying "at the very least, make sure to sparkle the escorts properly!" It's basically using items or doing special things with ships to give them a morale boost, which in turn boosts evasion and accuracy in battle, as well as bonuses for expeditions.
