So, maipantsu translated it as "Mr Komachi Kashiwa". Is there a meaning behind this? Is it the name of the guy?

Kashiwa seems to be the name of the district, and 小町 (komachi) means a beauty. It's the name of their business (call girls or something).

They're basically asking to borrow some girls from Taku and Shin's place. Taku and Shin refuse, saying they're busy on their end too, so they can't lend any out.
