I've ran into a piece of dialogue that's been annoying me for a while now, and I'm hoping someone can help me out:

Girl 1: ”今日はジムの視察に来るって言ってたよね?"

Girl 2:"待ってたんですよ～～?"

I've ran this conversation through my head like 10 different ways and can't figure out what they're trying to say, and I think it's mostly due to that stray question mark. The guess I'm most fond of is "They were saying they're coming to inspect the gym, right?" and the second girl is saying "They've been waiting", but using an upward inflection, as if she's not entirely sure. Also, this character does that a whole lot throughout the chapter. Any help would be appreciated!

I have a hunch this might be the author's way of indicating that she speaks with a bad foreign accent (desuuu complex) or just a generally annoying vocal quirk, and that everything she says sounds like she's asking a question even if that isn't the case. You are probably right to interpret it as a statement rather than a question. The lack of か or ね or the like also supports this (although they aren't needed with informal structure, it's unusual to see formal sentence structure without them).

She does say a whole lot of desuuu throughout the story, so that explains a lot. And she always speaks formally. Now that I think about it, she doesn't use ね or か at all in the entire work, so that's a good indication that's she's designed to be intentionally weird. Thanks for the input!

Huh? In all likelihood, the tildes indicate nothing more than elongation of the 'yo'. The question mark/intonation implies more or less what Thira said. (My simple translation is usually just, "I was waiting, you know?" (or "We were"?).) But that doesn't mean she was in any way supposed to have literally said "それなのに[etc]" after 待ってたんですよ.

Without better context, I'm not actually sure what sense that pair of lines makes. Especially, if she does it frequently, then I suppose it could, possibly, be something different from Thira's suggestion, but I'd need to know more examples (and context) to say for sure.

Ah, no.
That "～" is not mark of abbreviation, but just her habit of talking.
And long pronunciation of the end of a sentence often means "babyish voice".

Well, on the "read beetween the lines" rule, you have to guess the line between "待ってたんですよ～～" and "?".

There isn't really any more context available for that character. when she speaks, that's just how it comes out. It's not that she has any complicated sentence structures or anything. For example, when commenting about how a brother and sister got along so well, Girl 1 said "ちょっといいなぁ", and then Girl 2 said "そんな事カワイイですよ～？" but Girl 1 didn't respond to that as a question. In fact, no one every responds to them. They only respond when she asks, what I consider to be, an actual question.

That's why I was convinced she just had an annoying way of speaking. I do know of the use of "~"s to signify "This guy is speaking in too many words and you probably don't even care~" situations, but those uses are usually really situational. Certainly not something I would expect from a ditzy high school character.

"あかん" is Kansai-ben for "だめ", which can translate to a lot of things, but they all generally mean "bad" or "don't" or "can't". Basically used to identify something as a negative thing. Given the context, the students are probably watching a popular Kansai comedy performance in which someone uses "そら、あかんてー！！" as the punchline. "そら" could be that character warning someone to look out, so you could translate it as "Look out, don't do that!!", or maybe just "Look out!!" There's no context to what the character is referring to when he says it, so it's probably not too important.

Maybe someone with better Kansai-ben than me can elaborate further?

The points are, "who comes"(Girl 1's line), "saying to who" and "waiting for who"(Girl 2's lines).
That's the context of it.

It's a very minor line that won't affect the story in the least, so anythingpassable is good enough.

What I'd do to translate it is take a random line from a Western comedy duo that's close to Japanese manzai, and that would wound like a tsukkomi line. Since it's taken out of context, it's not going to be funny anyway (except if the reader knows about the sketch). After a little Wikipedia search, I'd probably settle on one sketch by Abbott and Costello, and the line "It's ironic that I don't know the name of the video?" (told you it wasn't fun taken out of it's context) would totally fit in my opinion.

Just a few lines that I can't get the jist of.
