Yep, I think that's the girl's line. In this case 気が早い could mean something besides its dictionary meaning. You noticed how he was kissing her in the previous panel, right? She was probably talking about how fast he changed his attention (and his mind) from her lips to her bossom.

That is a [en.wikipedia.org] sokuon. In this situation it is used to indicate surprise. You don't need to translate that.
