This is Monty (technically, Solbion D. Montenegro, but everyone knows him as that). He wears a kind of judogi and a head bandanna, which was the clothes he used during his training in Skypiea, but as soon as he meets someone able to make him a better suit, it'll change. The cape is a gift from the current God of Skypiea.

In the World of trollcraft fanfiction, the Shadow Moses arc to be more precise, I used a pair of characters from a retelling of the James Bond universe a friend of mine is writing. One of them is Ataru Moroboshi, who is Agent 7F and you have seen in various pics. The other one only appears in a cameo in the last chapter of the arc, and is Lamu, who is Agent 8O in the retelling, coming to the rescue of Ataru, the hero and the Black Cat in Alaska in a V-22 Osprey.
