Is there a list or something that lists all the possible max stats for an item, as well as the increment steps? Meaning, at which percentage it can decrease? (e.g., afaik for evade it's always a 0.25 increment)

Not all possible no. It'll take some time and a great deal of effort to even approach that, but it has many of the more popular stats.

As far as the incremental steps go, you can somewhat infer such from the progression of body->pants->head->gloves->feet.

So I decided to try killing FSM for shits and giggles (using Holy spell spam), and he was at less than 1% when this happened:

My answer to that is, I use what I have, and I have better mjolnir gear than surtr. Elec works plenty well on Mind Raper, even with the resistance.

Actually, I never paid much of anything for my Surtr set really. Pants were a 1:1 trade of another EDB piece. Robe was found. Shoes out of the bazaar. Gloves out a shop (cost me like 3k). Cap was another trade.

The only "active" piece I paid for in my Mjolnir set was my pants, and they were totally worth it (IMG:[invalid] style_emoticons/default/smile.gif)

Other than when I was still low level, there's never really been many opportunities for me to buy upgrades. And there are basically none now. (IMG:[invalid] style_emoticons/default/anime_cry.gif)
