Most have asked ourselves this same question when we first started using this site, and threads about this topic have been repeated over the years. Several staffers agree that this feature will never be added because popularity ≠ quality:

Popularity begets popularity. The same galleries will just dominate the top permanently (already occurs in the toplists).
Also, get your own taste instead of relying on others. This isn't YouTube.
