I speculate they were thinking of how to stop Trump from running again even before Biden was inagurated. As soon as Biden took office, he quietly revoked Trump's legal ability to determine classification levels of documents he could take with him to Mar-a-Lago or a presidential library in order to technically frame Trump for a document declassification violation. Without authority, that made some of those documents illegal under 18 U.S. Code §2071 [www.law.cornell.edu] and be disqualified from holding any office under the United States. If anything, the Biden gang should be charged with conspiracy to frame Trump.

I wish Tenb0r0 had created a legitimate educational course for $10,000 of educational loans for online studies. He ran on student loan debt forgiveness and then cancelled it day 1 after the election. Unfortunately I think many voters are retarded and will vote for it. Its a bad policy to begin with, as it will just drive up prices of courses in the future. Also voting for the government to just give you money is bad.
A better policy would be to lock in lower interest rates but not forgive debt that people chose to take on.
There already was a Democrat sponsored Student loan debt forgiveness scheme but you needed to such their dicks for a decade to get it and it was mainly for people connected to their party or politicians. So only like 1% of applicants actually got it.
For example here, to improve housing affordability they have tax reduction or up front deposit support schemes and housing prices usually rise by exactly the scheme amount... It might help people that get in straight away but it only takes usually a month for prices adjust. It takes less now, as people just assume people will pay more.

The democrat party definitely wants to encourage continued talk among the huge amount of population with student loans. By offering $10K of cash for the midterm elections, those millions of loan holders will feel that the other $40K is possibly coming in the future if only that they keep on encouraging everyone else to strictly vote democrat. With a democrat majority in House, Senate, and Presidency, the chance of $40,000 more cash being approved is possible. It won't be coming if republicans win the House, Senate, and Presidency.
So it's sort of clever of the democrats to dangle that $40,000 cash carrot to buy votes in 2024 and to have those loan holders encourage other people to vote democrat.
