The best practice scheme in the rest of the world is to allow people to apply for low interest government backed loans. Not debt forgiveness, but interest forgiveness basically. For universities to qualify for these low interest loans, then course fees have to be capped... Students benefit from lower interest and lower fees.
IF you look at the announcement, virtually the only people that will qualify are public employees... The ability to quality by 2030 is not guaranteed, so regular people get nothing but Biden can buy back influence with the establishment to maintain his position and try to not get ousted.

She might win simply due to ballot box stuffing. Since signature databases get leaked out, the stuffed ballots will have valid looking signatures in case a forensic audit is performed.
Did the database get leaked? Last time they didn't even bother with signatures or just fudged a signature because it wasn't checked.
A bunch of different states announced they got leaked through the various decade starting with my state prior to the hillary vs trump election. Signatures are checked for existence, but if a forensic audit is done, they need to approximately match up or they will end up contacting the voter if it is an audit. I had always expected my signature to be stolen, so the one I submitted to the state government for verification is my "generic nice looking one with two obvious loops and the end symbol/swirl". The generic one isn't the one I use for document signatures or signing of bank cheques, but the obvious flourishes make it very obvious if someone else was faking my signature and had no idea that I made it hard to fake due to the flourishes.
