As someone who has set many, many things on fire this is not what a lithium ion battery does when it combusts.

You have to heat them up.

Then they start crackling, expanding and smoking.

After doing that they usually go and flare up.

Small high capacity cells can pop when the casing goes due to thermal runaway and the electrolyte converting to gas rapidly then flare. We see the pop but can't see any flare when exposed to oxygen. A lot of reports indicated people felt them overheating.

The shrapnel from the pop can injure you but the flare can do major damage. Its possible they popped then smoldered.

if they are LiFePO4 batteries the electrolyte can be more flammable/explosive than the battery. They usually produce mostly smoke / gasses. Those could if fully charged and shorted cause heat and a gas explosion.

EDDY: The idea of a catastrophic explosive failure in 2500 beepers instantaneously regardless of charge levels seems like an improbable coincidence.

Yeah its possible but far less likely to be an accident due to poor manufacturing. for LiFePO4 you could put malware on teh charging chip but would require the right cells and being fully charged to explode like that. Regular lithium ion should violently flare and they would have huge burns. I guess we will see as more details come out.
