To find out his level you must go into the thread first in which case you can see the equipment's level directly. Or alternatively go to his use page which is equal amount of time/work/effort compared to seeing at a glance.
The idea is to look at the forum and see at a glance the level range of items sold at each thread.
Also, people can sell second hand stuff that is higher level then they are or old equipment that is lower level then they are.
That being said, enforcement is probably going overboard. Maybe just a recommended but not enforced guideline?
