If it's your end-game staff, then yes. If it's just a good staff, no. And if your out of patience or shards, use it for a couple of months before reforging.

I don't do lotteries much so I don't know. I guess it doubles your tickets, so if you have 1000 tickets, you effectively have 2000 at the moment RNGesus does his job.

Also for other your question about soulfusing, it's best if its Legendary but it's hard to find ones with your level. Maybe Magnificent if you have, Exquisite if it really good ones.
