the balance one is better.

Grind for drops at your level. Or buy at bazaar: but check the level! You can't equip higher level equip than your own level.

Yes. You need that to get that magic 0.7 proficiency factor. That means magic prof 1.7 times your level.

the Mag may be better for SG runs because of Dark Strike. but it also has more ADB overall, so it may be a bit better, i guess...

You cannot even see the stats of a monster encountered in battle so the answer is definitely a no in that case.

They increase the stats but I also read this.
