Sending a DNS request to a static IP (which I'm already doing) still has the traffic going through the different gateways, routers and firewalls. They still can analyze the data you're sending and then do all the
pleasant things, such as redirecting the oh so classic "content blocked" pages, internal error, or just sending fake DNS answers.
One solution to be 50% sure to avoid being filtered would be to use a VPN (that I can do too, I have an excellent free VPN client), but using a VPN could be an issue too, due to the extra data processing induced by the tunneling. However, some clever companies/organizations would also filter the IP of all the servers owned by free VPN providers. Translation: if their informatics crew know about such things being commonly used and they wouldn't have already prevented you from installing anything on your local machine thanks to active directory group policies or restricted local accounts.
I may try playing HV through a VPN tunnel in the future, but if I can avoid sending DNS requests that still can be a good thing.
