When IW my set which potencies should I go for?
Juggernaut and ???

Jugernault is the important one but if you can allow yourself a lot of reforges and a lot of IWs, then Jug and capacitor.
Dark mage burns a LOT of mana. Unlike the elemental mage styles, capacitor becomes important.

If you want to forge them, i'd say to find better pieces with prof > 80%, since both of those have prof < 50%.

EDIT: Sorry, the pants are good, 85% prof, the Equipment Comparison script fucked up.

ssss2 tested his elec mage builds and holy mage (I think). 3+2 (elec) was the fastest for him as compared to 4+1 and a full set of phase. Maybe he's the one who said 3+2?
