Well, you grind prof only once, so who cares which is the best equipment for it (IMG:[invalid] style_emoticons/default/heh.gif)
And, as I was saying, the frugal problem is the bad rolls.
Spellweaver 5 gives +7.34% casting speed
Peerless charged robe gives 4.06% casting speed
Economizer 5 gives 25% mana conservation
Peerless frugal robe gives 4.11% mana conservation

Eco is not a bad potency and I would recommend that for low level when you may have mana problems, frugal's rolls are simply too bad to even consider it a good prefix.
There is really no way around that.
Before I said 2x but actually after re-checking the rolls it needs to be 3x or 4x to be useful.

Your clear speed disadvantage is certainly more of a loss than you mana potion income is a gain.

Not that you can reasonably improve on Pen 5 Spellw 3 - that's a great combination, and getting more perfection would be incredibly difficult and not worth it - but Eco remains a bad potency for pretty much everyone.

I used to have a perfect IW'd LARD pen5 spelw4 - but I traded it for a 'meh' IW'd LARD pen5 eco4. But I'm not gonna reforge. I do notice some speed difference, though: about 10 minutes more for a IWBTH-fest. But on the other hand, the better ADB/EDB + full forge allows me to reach 700+ rounds of PF-fest without dying.

I won't reforge, because I don't have any good enough equipment to play IW with when I IW this staff.

If he wants a good IW he should reforge, and But gives a lot of additional ADB on a Slaughter Rapier with good ADB roll so it's a must.

Mostly because it's only a waste of time to do the 4th level if he doesn't like current potencies?

It's true though that for DW it would be a pretty good IW start.
