I remember reading way back that "hit chance" on both physical and magical are done at 200.

I can't find the posts to put in context of what that meant.

Was that an "absolutely done" at 200, or a "diminishing returns" done at 200?

My vote: IA3 first. Then Vigorous Vitality. Then start saving for bigger perks.

uhu. not bad. did you check if the seller connected meanwhile?

also, did you already try to pm him? maybe yes, but just to be sure... in the best case he may simply have "forgotten" it. try to liquidate it as a mistake for this time and being cautious with the next deal.

in case you are sure it wasn't a mistake (ie he opened the PM/MM several days ago but no answer, or he answered by telling you to GTFO or similar) feel free to report here. in the worst case he may be put in the global banlist.

last but not the least, for future reference i suggest you to resort to COD as much as possible, since it was thought exactly for this reason.

Then you were not-so-smart for trusting an untrustworthy player and not asking for CoD.
