i guess yes. especially because Fiery Willow is a non-matching staff, so you have to make up some way for the loss of firepower.
btw, according to my experience a really unoptimized Holy mage has no (or little) problems doing arenas @Hell, i guess than also for an elemental mage shouldn't be too hard

jokes apart, do all those pieces have 3 PABs? if not, start replacing the 2-PABs even with crappy Legendaries. and imo you shouldn't start maging if your staff isn't IWed at the very least.

as soon as possible and as much as possible.
if 1H, build 100 OC or so, start Spirit Stance and enjoy. when it reaches 240~250 at the start of a new round, cast an OFC (possibly while in spirit stance for max effect). when low on SP, cast a SP draught/potion combo. should Spirit Stance dissipate meanwhile, wait until it rebuilds a little and then re-trigger it.
if DW, when you build 250 OC trigger SS and use it regularly until it dissipates. re-build and re-cast it.
eventually you'll use skills only against very tanky mobs (ie FSM). but if you do, try to do while in spirit stance since it will improve skills as well.
the advantage is double damage and -25% mana spell cost (which applies to IA spells too).
