Generally speaking, MDB staff > EDB staff > prof staff > focus staff.
For MDB staff, most hardcore grindfesters (wind/elec mages) I know prefer willow to redwood. Reasons are as follows:
- As of 0.82, new willow can easily rolls a good MDB compared with redwood. (Willow and redwood have the same Lmax value of MDB, but for some reason, on average, old redwoods have higher MDB than old willows. This is no longer the case, fortunately.)
- Even if redwood has higher base EDB, the difference of magic scores is not that important when both staffs are heavily forged.
- Willow has built-in CR. When coupled with Lv.3 ~ Lv.5 penetrator, the staff becomes the best in-game weapon for GF.
- Like redwood, willow also has built-in dep prof, which makes it even suitable for high-difficulty GF.

Just want to point out that even if Cotton Body is the best slot for 4+1, it's not mandatory. Any slot will do.
For example, given that you have a chance to choose between a pair of Pmax prof shoes and a so-so prof robe, choose the shoes if after the same forge count their profs are close to each other.
Staffs can't have 5-5 potencies; they can have 5-4 at most. The 10th potency will be an elemental strike or hollowed forged.
Judging from the stats of your staff, I regard it as a "good Mag" instead of a Leg. Imo 4mc + 3cr is already good enough. Don't spend too many shards on it.
4mc is mandatory if you don't have enough foring on WIS of your gear, or you don't have any Frugal-prefixed piece.
3cr is also mandatory for redwood, especially when you level is not high.
5ar is bad for redwood in GF; it's okay for willow, good for DwD but not desirable for GF, either.
For armors, 5HP is always the goal. 4HP is also okay, but 3HP is unacceptable.
At your level, elemental mitigation potencies are actually better than capacitor.

No need to worry about them any more. My overcharge is almost always zero except when I use an ED in battle.
