Mag grade destruction staffs now have pretty high max base MDB (Around 46). If you have a tight budget, then that's good enough for some mild forging at least.

counters can be assigned on both block and parry, but block also blocks ( (IMG:[invalid] style_emoticons/default/tongue.gif) ) magical attacks, so you have more interest in raising block than parry. you indeed cut yourself of 60% possible parries, but since parry is a second-choice effect, it's not that big of a problem i'd say (IMG:[invalid] style_emoticons/default/rolleyes.gif)

Thats probably because i dont play much last time. I mean even expensive forge wont increase my clearspeed much (maybe 9 turns instead 12 against 8-9 mobs). Im doing only arenas and its not very long, so higher clearspeed only reduce that a bit. At the same time losing from 30m forge still gonna be solid. Specially if it ll be nerf and material price drop. Hard to say... maybe its because before fest nerf i had 200k/hour and now its probably closer to 60k, so i dont even do it. For arenas i can use any set and it ll be more or less ok.

Yea, its verry funny. Ive seen that few times and its rare exception, because usually i dont do it even for good movies/anime or books. Btw, there is also manga, but i dont remember well, so maybe its not so good.
UPD. Actually i have a bit free time, so maybe i should rewatch it.

All stats are generated within a threshold when the item is first dropped. so two items of the same quality and suffix can have wildly different stats. To an extent.

afaik it is evade then block then parry and resist.
