In certain situations, it helps (if you're taking consistent damage but not quite enough to warrant a Cure). It is a nerf, but it's not an "indisputable nerf", as Tenboro put it.
Back in 0.81 and before, we had limited item slots - each slotted item could only be used once, but it would generally fill up the bar to 100%. Without the very tedious Focus, there was a limited amount of mana anyone could use in one battle series. Back then, mana conservation was important; in particular, Fullcure was only really justifiable in serious emergencies, due to its high cost and limited resources. Rather, everyone always used Cure. What this meant was that players used Cure at relatively high levels of HP - maybe at 40% or 50% HP, rather than Fullcure at 10% or 20% like (smart) players do now. (Cure's cooldown meant that you couldn't wait until HP got
dangerously low, because then you might be stuck with too low HP with Cure on CD. Also, Spirit was limited, so avoiding Spark whenever possible was desirable.)
With Cure instead of Fullcure being used often, the HP pool often fluctuated between ~40% and 90% - when significant damage was being taken, Regen was always useful every turn, since HP rarely hit 100% (which would render Regen useless for as long as HP remains there) (compared to nowadays, with Fullcure, where HP will always go to 100% after a player in trouble decides to heal).
See where this is going? People really wanted more Regen potency, because it would always be beneficial during troublesome situations, more so than HP tank. So, people asked for VV to increase base HP instead of max HP.
0.82 came. Items became unlimited; mana conservation became unimportant (for most players). With Fullcure, more HP tank became more useful than theoretical increased Regen potency. But the suggested changes for VV had been requested multiple times over many months during 0.81 and were still in the boss's mind during the
short time between 0.82 and 0.83. So, it was changed. (Given the similar change to SS making SS almost completely worthless, I think it's pretty clear that, for those perks at least, the changes were just for consistency's sake to program in player requests, rather than being actually thought through)
