Right. It also skips buffs/resist/mmi/mitg. But many of that is very situational. Main idea to use it for quick estimate between gears. It doesnt rly work between players, because magic score has huge scaling. 500lvl with forge can get 37k+. Same gear on someone lower can easy be 20-25k+ (if have enough credits).
It still can be used. For example i have similar formula in excel and i used it for planning. If we wanna compare 4+1 and 5+0 than we use something like score*(1-mitg). Its better if we also add a bit resist.

Yep, it procs. Thats why weapon chance isnt crucial. But it still can affect a bit, because each pa stack is usually ~35% damage increase. And because many mobs die in 5-6 turns than additional stack can reduce turns.
Chance to proc is critical+(1-critical)*proc. With 50% crit (with buff) and 20% proc chance is quite solid - 60%. With 25% proc its 62,5%. So we can say each additional 25 mobs from 1000 ll get higher damage already on 2nd hit. Same way it overlaps 2 and 3 stacks with higher chance.

basically, PA chance doesn't matter as long as it remains in the 18~25% range, isn't it?

Yep. Difference is very small and specially with very high crit chance.

hi, new to IW and such. im currently trying to IW my rapier, what potencies should i try for? and how do i reset potency, i cant seem to find my rapier in the reforge menu equiped or unequiped both for the matter (it just doesnt show up).

power of balance still suffer from high burden plus slaughter is better (IMG:[ invalid] style_emoticons/default/heh.gif)
