The exact text of the ability is:
Proficiency Based Stat Modification
[staff] => [spell_dmg] => 0.5

As I interpret it, this means that 0.5 points of spell damage is added per point of staff proficiency. If you proficiency is 300, then you get 150 added to your magic damage. So yes, it gets higher.

edit: I unequipped the ability and that's exactly what happened. My magic damage fell by half my staff proficiency.
