I can check again. Maybe monsters got some good update. I did once and lower pl was 801 (near 0,3%) because i wanted to see how pl important for monster appearing.

It wasnt very hard, because i already had some base. Just updated lowest monsters. So minimal was 854. Its probably not the lowest, because i got not so much samples. It was hell diff so i decided also check pf. Because it should give additional pl bonus, than its probably equal to something like higher lvl with same hell diff. But the lowest also was 844. So its probably same

I just checked my scan list and found a plvl 720 monster 3 weeks ago.

Its very rare, but it is possible to see those monsters.

At my level, monster frequency gets much higher around plvl 950.

Quick question about soulfuse option. I have to do it once per item and it will be leveling with me, or I have to do it for every level I get ?

Once and it levels as you do forever. There'd be no point otherwise.

The only difference with a gold star is more rewards at dawn. but note that unless every player confirms it, we cannot know which level of camarilla he is

My scanlist says I've seen a whole bunch of PL 753 to 800+ mobs end-May, post-patch. I should have been around level 403 at that time.
