1. At the start, I tested out the legacy restoratives, and it soon became clear that they were not good in the new situation, neither they were gonna stay for a long time. So, I omitted them from my game strategy.
2. Then, I tested a regular unforged Destruction Staff + Full Radiant Phase build. But it wasn't that good either. In this setup, doing all the Arena (Including the SG ones) in PFUDOR cost me ~30k worth of restoratives (Only Mana Potion) per day (I mean, I had to buy that much even after the using all the self dropped restoratives). In this phase of testing, I didn't use any Theft/Tap.
3. Next, I tested Tap, and even though it was very good at mana saving, it increased my clear time horrendously! Also, It broke the rhythm of my gameplay, and I had to pay much more attention while playing, limiting my multitasking (Watching Anime/Movies while playing).
4. After that, it was Mana Theft time. It was very inefficient in regular battles, prolonging the battles even more than Tapping! But in the SG Arenas, it was heaven-sent! Even as a Elemental Mage, I only required a very few Mana potions, until the SGs started to appear. Once the SGs started to pop up, I didn't require a single Mana Potions.
5. Next, I tried Prof Build. It was good. ~180% prof factor seemed to be the best build setup without sacrificing too much firepower. Without using any Theft/Tap, my potions usage dropped quite a bit, but it was still ~10k per day (I still had to buy them).
6. Lastly, a friend of mine lent me his full forged set (Destruction Staff + Full Phase (not radiant/mystic/frugal)) before he soulfused them. And Holy Hell, all of a sudden I was saving mana, without any Theft/Tap! So looks like like heavy forging is the most optimal solution.
7. Finally, after I returned those gears, I went for a full frugal set (The one I posted). And even though it's not as mana saving as the fully forged set, it does let me save restoratives. That is the build I'm currently using. I plan on assembling a good new-patch set, and then concentrate on forging them heavily.
All these were tested in PFUDOR.

Shrining for staff is a bad idea, considering how prices drop sharply with non-matching prefix and suffix. There's just way too many "useless" leg. Shrining for phase would be better. Any leg phase or leg prof cotton would grant you decent money. Only cotton protection and cotton warding are "useless"
