So... I spent my precious 300k credit to get the first IA perk. I can now beat nintendo random encounters quite consistently. But I'm still having a lot of trouble on anything higher. Do I need to spend another 600k of my precious 600k credit to get a second IA?
You are mage, right? Random encounters are pretty difficulty for them... even I still sometimes die on them when a lot of monsters are spawned. It takes some turns to get buffs up, but during those turns, monster MP bars fill, and once they can start using MP attacks it really hurts.
To figure out more meaningful comparative performance, it's probably better to look at the highest difficulty you can do on each arena.
The first IA is relatively cheap and a good decision - the first two will significantly cut down on the frequency of wasted turns due to re-casting buffs.
I don't think RR is something to aim for at your level. For one, it costs quite a lot, and for another, it's not very useful; better to settle for however far you can get just with potions. Even at my level I don't have it, even though I'm making a few million a week. It would be useful for grindfest, after you have a good set of equipment and have crystal perks, but pretty useless otherwise.

I'm really hoping that getting both IAs will let me farm a million credit per week. That's my target.
A million a week.
Can I start farming a million credit a week when I reach level 225 or level 250 with both IA's?
To accomplish that, you'll have to do most arenas most days at IWBTH+, or every day at Nintendo+. For that, gear and level is more of a determining factor than IA - IA just makes things a bit more convenient. 1h is a lot easier to get started with than mage; you can't forge mage gear (yet), not even to 5, and you don't have access to the nearly-essential Imperil ability you get at 310. Higher than Battletoads will be difficult to impossible before having level 310 (Imperil and other abilities), Mmax EDB Phase (50k-350k each), and probably the HP perk (+25% hp tank, 250 hath).
Playing 1h will be a lot more viable until you have the gear, the level, and the perk for mage. As 1h, you'll be able to sleepwalk through BT and IWBTH arenas, and probably PF arenas as well, once you get to 300. It's a whole lot safer than mage, and can handle higher difficulties much earlier, so it has significantly greater income potential, at least until level 310.
Can you post your gear?

You could do it even without ia. All arenas without last 3 on pf gives more than 200k.
He's low level, and he's mage. PF is a loooong way away.

Should I do level 1-2 item world on on my equips? Will that help? What would be my next step, other than slowly grinding to 300?
You don't have the income necessary for the 80k in shards to get Juggernaut, nor do you have the clearing power in item world for it to be a remotely efficient use of time yet, unfortunately.
