Again, I might be outdated.
Indeed...

- The chance of triggering the effect of the offhand is no longer cut by half, but you still need to get an offhand hit to have the chance to trigger it.
And I don't remember anything changed since...

Rather, the proc chance is the same, but the chance of scoring a hit with the offhand in the first place is lower. The actual value depends on your proficiency according to a formula that I can't be bothered to look up... but I'm pretty sure it's in the Release Notes somewhere. And anyway, it givess you the number on the equipment screen.
Prior to 0.5.0, I calculate how much % of my offhand proc chance by multiplied the offhand weapon's proc chance with the % of offhand strike, which is...
[Offhand weapon's proc chance * (Offhand strike chance / 100)]
Which I believe to be correct if not take into account the fact that mainhand proc can override offhand proc if it's the same proc type. I believe it still correct in current version if main and offhand proc are of different types.
Critical is the reason why mainhand seem to proc far more than offhand, since mainhand automatically proc when critical hits occurred. This isn't applied to offhand.
