Before I answer your question...
I'd
really suggest melee at this point. Magic requires a huge investment of AP, and you just don't have enough at your level. But I'll answer your questions assuming you want to go magic anyways, but don't say I didn't warn you.
1) As a caster, especially a low level one, you real only choice is cloth. Aim for gossamer elementalist cloth, but if you can't get a full set yet, just wear silk for now. Don't wear light or heavy armor, because they come with interference which immediately reduces your damage potential. Battlecaster stuff do have lower interference but they are both rare and expensive.
2) If you're vehement in staying as a caster, a focus staff would do the best for you. Preferably something that gives at least +50% magic accuracy. Else, if you do pick melee, either dual wield with a rapier and a nice off-hand weapon, like a high-parry dagger or high-bleed axe, or go for a high-bleed two-hander.
3) As a mage, you'll want to your AoEs as soon as possible. Get their elemental rating boosts to further boost damage, and try to do that for at least two different elements. Fire and elec are the most popular, as most enemies are weak to one or the other. You'll also want as many mana tanks as possible to further increase how long you can keep throwing out your AoEs.

5) I'd say save up for eq first, though you might sometimes get lucky with people throwing freebies at you. Once you figure out what eq you need, try making a WTB thread, and maybe people will sell you stuff cheaply. Otherwise, just save up for trainings. Exp boosts and ability boosts are both great and always useful, scavenger lets you find more potions, which prolongs your stays while grinding, etc.
