does using scripts really slow down HV ping?

Not sure if it's ping, but they do certainly slow down overall game speed. It's the reason I don't use scripts (after a shitty experience with the HV stats script). Less complicated scripts are less noticeable though.

Questions about magnet.

1.Does slowed AS apply only when I put AP into the skill?
2.How is AS different from plain slow skill?
3.It drops evade and resist, but what else does it do?
I mean.... If that's everything, it doesn't seem useful.
I need to make sure enemy does not resist magnet, but then Id rather just use silence spell if enemy does not resist.
It does cost alot of mp, and I need to spend more AP to use multi target.

Use deprecating spells. Silence is my favorite. I doubt you are high enough level for that yet though. Idk, maybe weaken would help? You could always heavy melee until you are a little higher level so you'll be less squishy as a mage.

What T_Starrk said, mages really have no way of keeping themselves alive in the early levels.

Melee has the advantage of a high PMI even early on in the game, but the defensive stats of Cotton and Phase are utter garbarge when the quality isn't great. The most important spells keeping you alive still take awhile to unlock. My advice would be just to steam on and level or get better gear, there's not much else to be honest.

Considering that answer, what is the best way to get bindings? Is the only way to get them from lucky drops, or your monster bringing them as a gift? I only have one very weak monster that hasn't brought me a gift yet, I'm still pretty new. But my monster is like PL 58 or so I think, so she should be 'active' unless I have to give her an order I don't know about yet.

What's there to know, the point of forging crude equipment is to lessen the impact of forging has on your purse. You can find the price of any binding from the Item shop bot and the cost for low grade materials, you just need to pick the lowest costing option.

The only reason for increasing your forge level is to be able to recover up to 90% of bindings and materials from an equipment to be salvaged, instead of 80% for those with no forge experience. Forging a crude equipment might be the most cost effective method to gain forging experience, but in order for you to get to the 90% recovery rate will still require a very significant amount of credits. I have forged 65 times on 4 pieces of equipment and I am only at Forge Lv4, Novice. I have no idea where I am at on the recovery scale but I don't care, I am forging to make my equipment better and not just for the sake of gaining forging experience.
