And I'm more than sure that one single piece of his heavy set is worth more than my assets and credit in my account.

Only thing that relieves me is that he has no legendary of slaughter power armour which in my opinion is quite rare and most useful in power sets

Artifact drop rate stays the same across all difficulties, so if hunting artifacts you should just grind on normal.

It does increase your Mod Power, but nothing HV related.
