Sort of. It is (generally) the most advantageous ordering of Absorb/SS/SoL. There are corner cases where you would prefer SoL first (attacks that will kill you whether SS dampens it or not) ,though they are less corner now.
Lets say you have 10,000 HP, Spirit Shield augmented to work at 25% damage, and you have Frost Spikes, SS, SoL, and Absorb up.
Now you get hit with a 40,000 HP SP attack from FSM.
First, it checks if you evade/block/resist it. If you do, no damage is dealt and FSM takes 5 from the spikes.
If the attack connects, Absorb gets a shot at it. If it procs, the spell is absorbed, you gain MP, and Absorb is dropped at end of turn.
If the spell gets past absorb, SS takes it and you would take 2500 HP and a lot of SP as damage.
Since you didn't die, Spark doesn't proc.
Spikes will now kick in and reflect some damage back at FSM.
