Spike effect activates elemental procs when you take damage with the skill protection active. Obs.: The stronger the effect, the more bonus elemental damage reduction. Keep in mind that it doubled the cost of protection, at least it did when the patch came out. If it doesn't anymore, someone let me know.

garm0 > You should modify a bit your stats I think. Move up a bit more AGI and END, it'll come in handy. You don't need that much INT, just keep it at some lvl under (15-20). Your stuff isn't very good sadly, you should maybe go look for ones with Protection suffix, better PMI. If you find that you use too much pots in arena or such, lower down the difficulty a bit. If you can manage Hourlies on high difficulty, xp will come quickly (and with the recent boost you should have felt it).

I have no idea how to handle mobs anymore as a mage. Don't suppose anyone has any recommendations on how to survive IWTBH random encounters as a mage now that there is this damn cooldown effect?

Are the training screens (esp. ability boost, manifest destiny, and a scholar, tincture, pack rat) different for different players?
Are these differences based on player level before patch or number of prior points used in training?

The only difference between players should just the number of training each individual player has completed. Otherwise, all the options should be the same.

Yes they are. They should be related to your current level. For example...you get 1 extra level of ability boost training per 1 level (capped at 500) manifest destiny per 50 levels (Capped at 10) The other three about slots also depends on your level, though the scaling's unknown for now. What's the max level do you see for those trainings at your level? With data I just collected, it should be around For pack rat, 1 extra level per 20 player level. (Capped at 10) For scholar, 1 extra level per 50 player level. (Capped at 4) For tincture, 1 extra level per 100 player level. I still can't melee a battletoad encounter without weaken. every hit is near death for me.
why do weaken and imperil get 3 cooldown turns anyway?

you need to reach at least LvL 300 to make imperil & weaken don't have CD (IMG:[ invalid] style_emoticons/default/biggrin.gif)
