My take on the matter is that 'quality' tells you a little more about the equip than its suffix.
The quality of your gear sums up all the rolls of the equip in question. Hence, a Magnificent is going to, generally speaking, have much better stats than a Fine.
The suffix, however, is only going to tell you one thing - namely, it's geared towards a specific aspect. Which, if you're a mage, and you want to boost one particular EDB/proficiency, makes perfect sense. However, if you re a melee, you might want to mix Power Slaughter with Plate Protection (or Shield Barrier, if that's what floats your boat).
