Focus with bad MC is bad, pretty much period. Native MC is what pulled Focus out of bottom tier into 'doesn't suck if it rolls nicely' tier. However, if the MC isn't there, Focus falls back into shit tier pretty fast (and that Staff wouldn't be good even if it did have good MC, given it's bad MDB, meh EDB and meh Elemental Prof).
History of Focus staves from what I remember (ie when I started)
Good for low levels, bad for high levels (this was back when 100% accuracy was possible through PABs alone and was a sought after ability. Hence low levels used it to hit 100% accuracy and High levels didn't need it due to their high PABs)
Bad for low levels, bad for high levels (100% accuracy removed by T because game was too easy)
Ok for low levels, good for high levels (mana conserv was added, and mag/leg became more accessible. forged was also added. this allowed for 100% accuracy again and was figured out by a few players who are very rich today)
Bad for low levels, bad for high levels (T added chaos upgrades. everything basically sucked at the time. bleed was best although most people were oblivious to that)
Ok for low levels, ok for high levels (monsters were rebalanced, mana conservation was very important since monsters still had resist but the accuracy bonus was no longer important thx to chaos upgrades and 200 accuracy was easily achievable due to aether shard. the monster buff was also removed for low levels so they were no longer getting roflstomped by random monsters)
Ok for low levels, ok for budget high levels (potencies came in. if you're poor, use a focus staff. beats having to amnesia a destruct and hope for lvl5 econ)
