Yes, on all Armor in general.

Also, is there sort of a sweet spot for Physical/Magical Mitigation and Block Chance as a 1H+Shield, Plate/Power user?

I've got pretty junky equipment for my level and will slowly start getting better gear and don't want to gimp myself by getting too many Plate vs Power pieces.

You can play at PFUDOR reasonably well at around 70% Mitigations, 60% Block chance and 6000 ADB, talking from my experience.
Use all Power if you got a good Shield.

PS: If it helps i've got around 20000HP.

what is the difference between Precursor Artifact and Robo Frog Head?

The Head is unique, the artifact a common drop.

Well, i know another one who did much more reforges on an armor piece as i did on my rapier. So my guess would be overall it may not be common, but there are others with higher numbers.

Overpower is not too desiderable, but Swift Strike is a Nope.
Butcher and Fatality are the best ones.

Overpower, maybe you can make do with it (FatButt is much better at boosting your damage output) but Swift Strike is very undesirable because you want as low attack speed bonus as possible for 1H.

I've been thinking, why do Spirit Gems give so much less SP than Mana Gems give MP?

EDIT: a spirit gem gives me 172 sp on my 1242 total (~14%), and a mana gem gives me 376 mp on my 1508 total (~25%)

Because the spirit stat is poorly designed.
