In my opinion the best equipment for players below level 250 is pure plate, especially if you can get higher quality (legendary) plate compared to lower quality power. But usually players have a hard time finding low level plate, and I wouldn't soulfuse any plate.
Players should collect low level legendary plate and pass them around to the next low-level player when they have outgrown them. There should be tons of plate lying around between all of us at level 250+.
At level 250+ you should start transitioning to power, but you can still use some plate (and it will help more than power in my opinion). By level 350 you should be pure power if possible (I'm still not) but protection/warding suffixes are still more useful than slaughter until you are maybe level 400+.
That doesn't mean you shouldn't start going for slaughter around level 300, that's great too, it's just that it's not optimal or required yet, you are just doing so to skip an unnecessary step in the progression and save credits.
For players 250 and below, that's a hard agree from me. And the way I played with self-drops -> transitioning to buying cheap power every 10 levels (and that's for real, the trail in Decondelite's shop and auction show how much shit I bought) -> to now, being able to afford stuff.
There's a very real step I could have inserted earlier that would have let me play at IWBTH/PFUDOR way, way fucking earlier. And that's plate armor. When you consider the fact that only the best of the best plate armor tend to get listed anywhere, and the prices are... Insanely fucking low, it makes me wish I didn't self-drop for so long. I know folks say "you replace your amour too much" but I mean, how grinch-y do you have to be with your credits? For example

Hypothetical me could replace these within a few days and I wouldn't be mad at spending 50k credits. Literally nothing to most folks now, and to me back then, that still was not that much money. Hell, an under 94 player could buy all those and then throw on the (free, for any low level folks reading this) power boots in my shop that have Juggernaut 4 on it and be playing at difficulty levels I would have thought (back then) were impossible.
Also: on the 'replacing your amor' thing, if you are wearing Mags before level 100 you got from a shop, you ain't gonna be replacing them shits for a long time unless you get lucky as fuck. Even a decent exquisite could last you a long time. 5, 10, 20, even 50k is not a very expensive investment for some very, very big gains at those levels.
