Well, what your stats want to tell you is that sure as sure some abilities do increase your hit chance too. (IMG:[invalid] style_emoticons/default/tongue.gif)

You get a default magic accuracy of 80% and there's also some accuracy coming from your staff proficiency.

I am very hesitant to change to b5f4.

To my understanding b4f5 is better than b5f4 unless the rapier is near Peerless quality. And I'd say even if the rapier is peerless, the marginal benefit is just not worth it until you get all of your other gears right.

Afaik forge level doesn't really necessary as long as your equipment hasn't been soulfused yet as there are some forge service shop, though I've never use any.
