You're on the right track. Basically it's percentile. Refer to the following link:

For each quality prefix, there is a range of base stat the equipment can get, which is determined by the base roll when you loot the item. The percentile is basically how good your equipment is in a specific stat within the same quality pool of the same equipment.

When you see ADB % next to an item in an auction, they are usually based on the percentile for legendary quality equipment. For instance, a Magnificent equipment with high ADB % would be given a low ADB % in legendary range

With that being said, this display in percentile is only relevant if you want to soulfuse the item, because item stat is also based on the item level, it's possible that a low ADB% lv 300 item is better than high ADB% lv200 item.

I guess once you upgraded it the base value shown is modified but HV toolbox takes that in account and shows the correct percentage?

I don't know the one in HV Toolbox is the Live Percentile Range, but usually you'll have an option to change around, and by default it should show you the percentile for unupgraded base stats.

And negative percentage should only exist for originally level unassigned items that's from pre-0.82, as items back then had lower stats overall. When you view your item relative to the equipment range of higher quality, i.e. yours is exq and you look at the legendary range, it can appear negative, but by default the percentage shown is based on the quality of the equipment.

When you trigger the Random Encounter, the cooldown counter starts for next Random Encounter. It seems if you don't do it over the next 30-minute window, you can't enter it and it also spends one of the 24 chances you can use, which is contrary to what's listed on the Wiki.

Maybe this helps, recently I saw a report on something in kedama's auction where live % ranges was a bit wrong and I have an item where it shows 57% cast speed, while toolbox and wiki ranges agree on 54%. What's odd, values at the superlatinum's site are the same as in the wiki, which makes me believe there's something in the script and not the db that is wrong.
I found the difference in the code, though judging by comments it shouldn't really affect anything, and I don't remember how it all works. Either there's some undocumented loophole referring to it or something else is a culprit. With more examples of discrepancies it should be possible to pinpoint the error.

The wiki isn't up-to-date. The equipment database receives next to no new equipment records and some scripts have got hardcoded values.

I didn't even know someone told Gon his father was dead. Like when Gon was a baby maybe, but by the time the show started I thought everyone knows he is alive. No one knows who is mother is, maybe it's Botan or Nefertiti. Or maybe Biscuit.

Perhaps they have a holy aura that should not be desecrated. I think the art style of Dragon Ball and Naruto doesn't quite lend itself well to hentai. Bleach art style is fully hentai compatible.

There aren't as many Bleach and Naruto hentais as might be expected but I've seen some good ones here. Yugioh generates tons of yaoi but only a few regular hentais. I saw a lot of Pretty Cure and Nanoha hentais.

I guess the main issue is that the series is just too old. Dragon ball is 30 years old, One Piece, Naruto, Bleach are both twenty years old. I tried PFDwD yesterday as soon as I reached 300 and it took me about 42 minutes, but I need some number of draughts and consistent spells to keep myself alive. I think for grindfest durability is more of an issue so I don't know how would I determine if I'm tanky enough.

Apart from ableness, in order for it be worth it, should I at least have crystaium III? Also, would appreciate some priority hath perks to get. Currently I have Postage Paid and IA1.

SG arenas cannot be an indicator.
If you want some benchmarking for GF you can try 100round IW.

Go for at least Crystarium II and then Crystarium 3 if you got enough hath.

I'll tell you about my other opinions on what you should probably get next later...
