Suffix? Well, i would say the overall best would be of Dampening. But personally i would also suggest to have at least one of warding in your power armor set.
Well, you will need quite some forging to beat PFest and i would suggest try lower difficulty fest before, be best imo would be to start at hellfest. Funfact i still remember when it was absolute common to just do hellfest, no one did even talk about IWBTH Fest and that was before PFUDOR did even existed. Good time, good times. try high round item world on PF first (80 round+ - most legendary light armor IW or in some rarer cases magnificent arcanist should do).
if you can't clear it easily, don't bother with grindfest, as surviving late round gf is like 2x~3x harder than that.

yes it is good enough for soulfuse. Unless you are planning to switch to 1h + shield soon. Then no it's not a good idea.

I wouldn't soulfuse it if I were him. I'd just buy a new one at a higher level and sell that one.

You really should not. When you have the credits, go and check auctions or shops in WTS, but dont waste your credits on weapons others did allready decided to be useless for them.

Bazaar does only give you a price based on tier and condition and is completly useless to find the price other players would actually pay for it. And to find such a price is just guessing and comparing. Lets say we have a Leg force shield that get this week in auction for a price of 10M. So you could assume a quite similiar shield could get around the same price. But that is not absolute certain, for every price you also need a buyer. That reminds me of that auction recently with that one staff for a min bid of 30M iirc. No one did made a bid, so even when a similiar staff got once selled for around 30M, this one did not. See my point?

as Uncle said, don't buy at bazaar... you will regret it! Price in WTS is based on market value. If you want to check the price of an item, just ask the experts. There is even a price check thread for that!

Depends on your level and the qualities of the weapon.

At your current level, an Exquisite Hallowed Rapier of Slaughter might be something very valuable for a newbie.

In case of doubt, you can always ask in the price check section or check decondelite's WTB thread. He will assess your items and give you an offer, if he deems they are fine, or suggest you to bazaar/auction/freeshop them.

Bazaar can mean either salvage or just sell them. Remember that Exquisite gives you mid level materials, and Superior gets you Low level.

At your level: look at decondelite's auction guidelines for what's sellable. He's written a fairly exhaustive list of what's valuable at what level. The current one is found here and the info is found under the headline 'submitting items for auctions'. Magnificent items do sell.

Only because of the attack speed bonus agi can give you when it is high enough you want your agi to be actually one point below that, so that the next point in agi would give you allready attack speed bonus.

Yes, it is good enough for soulfuse. Yes stats go down, but that is what it is, and they go up again with your level.

This is the only weapon that I have been using continuously, because I do not have a better one of 2 hands, interestingly I have 2 weapons that they recommended to me in messages further back; those that are of 1 hand, I possess them in exquisite degree, and I also have the shield that they recommended to me in an exquisite degree, what happens is that I do not feel that I am going to move so quickly with them.

I have 2 questions, is it a good idea to soulfuse with the weapon that I am using at this moment, or should I give the shield and the rapier that they recommended me a chance?

And yes, if you can repeat the name of the one-handed weapon and shield, it would help me a lot, because I think I'm confusing the Rapier, what I'm sure of is that I have the shield:
